Legacy Piece DIO OH is a later progression project. The base style is the entry requirement, not the final reward you are searching for. Once The World is enhanced, the route moves through proof quests, the Realm Beyond Heaven raid, and an upgrade collection. Plan those stages separately so you know whether your next action is enhancement, a quest counter, a raid objective, or the final exchange.
The current DIO (TWOH) board card gives the starting dialogue and proof sequence. Keep that card beside your active objective while playing. If you have not unlocked the base style yet, use the Dio guide first; this page begins at the transition into Over Heaven rather than repeating the full Bloodline Trial.

Check the actual style and enhancement screen before returning to the quest NPC. Upgrading a different weapon or accessory to +10 does not satisfy the named The World prerequisite. The board directs players to enhancement at Ice Island. Do not treat a similar mode, outfit, or bundle name as proof that the base style is ready.
Keep the entry check separate from the final collection. You can meet the enhancement requirement and still have several objectives left. Save materials requested by the active quest, and distinguish quest-only progress from items used in the last turn-in. A finished kill counter is useful progress, but it does not replace a missing material or title.
Finish The World Before Starting DIO OH
The base Dio route begins in Ruin City. Complete that chain and obtain The World before looking for the Over Heaven dialogue.

The World Over Heaven Upgrade Route

The first two proofs move you from a Dio fight into collecting Heavenly Diaries. The later proofs take you into Realm Beyond Heaven. Keep The World equipped for the raid and read the objective before interacting with a seal. The Chrono Seal task depends on your own Time Stop, so another player's control window is not the same check.
Return to the Ruin City NPC after the proofs and collection are complete. Check your inventory and the equipped title before opening the completion dialogue. The current card describes ascending with The World equipped after the final interaction. Follow the game's prompt for your device rather than treating one keyboard input as a universal mobile or console control.
Complete the opening proofs
Defeat Dio once, then collect five Heavenly Diaries for the next proof and the raid key.
Clear the raid objectives
Still three Chrono Seals during your own Time Stop, then obtain Echo of the Rewritten Hour while its quest is active.

For a loadout that uses another primary damage source, the supporting buff is a reason to consider Over Heaven alongside that source.
